What is next with this man?? How long will he continue to cause trouble in the boro? He is a whiner, a coward, and nasty person. Come on...A Secret File...what is he, James Bond...Give me a break! Here's the thing about people like Scott Harding. They care about nobody but themselves! He doesn't care about you, your kids, or this boro. He's a money hungry, little man that can't help but bring attention to himself. Has anyone thought about how embarassing it is for the rest of the officers in the department that have to put up with Hardings never-ending lawsuits. People like Harding are just a drain on the boro's time and money. It's a really good question as to why he wasn't hired in ANY of the surrounding communities that he tested for...NOBODY WANTS HIM THERE!!!!!!!!! Any that is a fact! He is a no good trouble maker and if Brentwood officials had any sense they would find a way, with there attorneys and the police union to get rid of him all together. I would love to see him fall flat on his greedy, nasty, cry-baby, no guts, trouble making face!!!!!!!!!!!!!!!

Do you know anything about the Brentwood Borough Police Department? Ask around when you have a chance from your busy day. Ask the business owners, fellow officers and legitimate families in the borough. Sure, you can ask the guy at the end of the bar that you look at every day or the day to day criminal who Officer Harding "harasses". Officer Harding served in the military (combat), worked drug enforcement for (10 years), has been the Union Steward (8 years). Officer Harding is looked upon by the entire department as the most knowledgeable and competent police officer in the department. I know its easier to call him names that differ from this because you need no supporting proof. Hard to say that he does not care about the community and the kids of the community, when he volunteers on the committees of drug awareness and crime watch. Hard to say the he is money hungry when he prevents crime on a volunteer basis as opposed to sitting back and arresting them for money.
The interesting part of your blog is the question or comment about what the other officers think. Well, most of them are testing out to other jobs because of the environment. All of them, support of one side or the other on other issues, that this lawsuit is the only thing to do in this matter. They will all have there chance I am sure to take the stand and give their opinion of Officer Harding, Chief Butelli, Mayor Lockhart and Jay Lieb and crew. The police union has filed 100 + grievances against Chief Butelli and Mayor Lockhart and has won every single one of them. May 21, 2008 the police union will be in front of the Pa Labor Relations Board enforcing a contract that was awarded via binding - arbitrtaion. This because Chief Butelli and Mayor Lockhart refuse to accept the binding award. What if you learned that Officer Harding files a small minority of the grievances, would all the other officers be "trouble makers".
Also, when you are asking around. Can you research who does get along with Chief Butelli and the Mayor. Give you a hint:
Demoted for drinking on the job
Guilty of wrongful death
Forced from his last job and pisses on bar floors
Who does not get along:
Comes to work and does their job
Believes a Police Officer should be out on the streets, not in the Chiefs Office.
A man who stands up from what is legitimately right
In your defense of Officer Harding,do you think that it is necessary to defame other officers? These others that you have defamed have nothing to do with Officer Harding and his law suit.Stick to the subject at hand.You are giving a one-sided opinion and need to leave others out of your opinions.
Scott, that was a really good life story of yourself. Why not just sign your name at the bottom of the page. Did you forget about given false statements to the Baldwin civil service? Did you forget about the beating of a cuffed man and the whole thing was caught on video tape? Did you forget about the run-in with the Whitehall Police about you using a false Plate on your car? Did you forget that a 3 judge panel dismissed your case against Baldwin and they stated that you lied and concealed Acts of Police misconduct as a police officer? Did you forget about the improper arrest of Mark Longo? And all this stuff that i found are all public information. I cant wait to see what your police file looks like. Yes this is the type of Police Officer i want my kids to look up to. Please Brentwood Council do the right thing and just fire him. There is enough of us that will defend your actions.
Scott has a LOT of ID's on the blogs doesn't he - in fact, pretty much *any* ID that defends Harding, is more than likely HARDING - let's see now there's blackcoal, joeblow, victory and the list goes on and on - Does he really think the people of Brentwood are that stupid? What an insult! Course he's good at insulting people isn't he? It seems to be the only way he can justify all the trouble he's causing in his own peebrain mind - BRENTWOOD COUNCIL PLEASE FIRE THIS OFFICER!

It becomes difficult when one doesn't know who they are and I am sure you know all about it.
I don't beleive that the people of Brentwood are stupid at all. I think that many are misinformed by people such as yourself and another portion doesn't acknowledge any problems until it actually hits their door steps,
then they have so much to say about everything.
In the meantime we have leaders who either procrastanate or deny knowing anything.
It is shameful when people on the street know more of what is going on then Borough officials. There are always two sides to a story sometimes
three or four. Truthfully this Harding issue I feel will open many pad locked doors which is why so many of you are displeased. It really is time to pay the piper.

One could only wonder why these officers leave Brentwood under the leadership of Chief Butelli.
We have lost David Frankenfield who grew up in this town, became SGT. and left. Why ? Was it Harding, nope don't think so. We lost Biagini to Baldwin Boro, was it Harding. Possibly, but no dont think so. Several others have also left this Borough for other police jobs. More than I can ever remember in my 25 years living here.
I wonder if Chief Butelli will leave and see what it feels like? I dont Harding is to blame for all these problems, if he was the sole one to blame why hasn't his conduct been called out when Swinney was Chief, or Babish. After all he is getting older and not doing as much as years past.
Brentwoods problem would still be politics and politicians with their own agendas and not the Boroughs, and a Chief who never had the credentials in this first place to became Chief.
If indeed you think that the problem is the chief, the current council did not hire him. Nor did they give him a contract for life (no end date). You would have to discuss this with DW. He sat on council when this all was put through.

Wow, this is the first time I have heard the Chief and Mayor stating helping and serving the borough in same sentence. How could this be, I thought they golfed together on borough time and play the games of luck.
I think the vast majority of brentwood officers would disagree and want the Mayor and Chief gone. Explain why we lose so many officers to baldwin boro, etc.. Its not just because the pay, its because the have leadership that lets officers do their jobs and not try and to stop pro active police work like the good ole boys in brentwood.
The Council Members of Brentwood who have supported Harding are going to have to tell the voters and the Courts why they wasted so much money defending Harding. When this gets to court and all the information comes out about Harding i cant wait to see the council members start to pull away from this officer. Used a fake license plate on his car and had Whitehall Police give him tickets but the plate which was on Hardings car was under other peoples names that didnt know they were getting tickets until they got a letter in the mail that they were having their drivers License suspended for failing to respond. they must think its ok to beat handcuffed people and lie to Civil service and to the public. Just a little comment. I personally know Rich Bender and I would not put any words in his mouth. He is a very objective and intelligent individual who was just appointed to public safety recently. I don't believe he supports either side, he supports RIGHT and WRONG. FACT and FICTION. I know for a fact he is on council not to make waves, but to make Brentwood a better place. Let me ask you Brentwoodgrad88, do you ever take the time to ask the officers what they think of Rich Bender, or have you asked the chief his opinion of Rich Bender? Do you even take the time to go to the meetings? Was'nt it the mayors wife who sent out a letter stating that the chief would be fired by the end of 2007? That never happened. Furthermore, there was just an article in the Post Gazette. Officer Harding is sueing Jay, and all members of council, the mayor and the chief. I think your information is all wrong. You better do some more research.

I am new here and very open minded on this issue. I have done my own investagation (by asking around) on this officer and to be honest i havent heard too many good things about him. From my local church to the Giant Eagle to my neighbors. I have never meet him or the Chief, but anyone who has sued three Boro's sounds like a trouble maker to me. Its just my opinion as an outsider and you know what they say about opinions. The court case should be interesting to say the least.

I really hate to burst your bubble, but I am not Scott. I am giving my two cents as a taxpayer who knows what is really going on. You are a simpleton who has an agenda and thats ok. Did Harding arrest you? You will have to wait until the case develops and then see what is going on with your tax money. I see that you assume with your college experience that you can explain from a few lawsuits and claims that someone must be a bad seed. Volunteer and he has a hidden agenda. Has had complaints filed against him and hes a bad apple. Due me a favor and attend the council meeting on Tuesday and stand up like a man and ask the Chief of Police about officer complaints across the board. Do you have any idea what the license plate situation was, well tell us. Was Harding found guilty in any lawsuit he was named in while in performance of his duties. Do you have any idea how common lawsuits are in police departments? Was the handcuffed prisoner situation ever investigated and what was the outcome. Strange that the Baldwin case was not decided on that case or any misconduct, but a legal definition of the word appear. You can read and spew reasons given, but what was the reason when the case was heard. Why would 1 of 3 judges reverse the case? When was Officer Harding ever disciplined and not overturned by a court or by council? I know, they are all lap dogs of Harding, Right? Did Harding sue Monroeville? I asked and he did not. He took there test and finsihed 2 out of 500, but they hired others around 8th or 9th on the list. Not as good a story unless you twist your story.

No I am not Harding either. I will say that Harding's reputation is not a very good one----A friend of mine got pulled over recently in Pgh. When asked where they were from..Brentwood..the officer asked what they thought of Officer Harding...They commented that they didn't particularly like him and the Pgh cop let them go. When I asked if they thought they were let go because of the reply--they said most definately.
FYI--The Borough meeting IS NOT on Tuesday, it is on Wednesday because of election day.

Why doesn't anyone question Chief Butellis actions ? I guess there is not much to question , his lack of work and who he associates himself with are acceptable. Correct!!
When will all of you look at the bigger picture here? I know many of you are to close to the situation to truly look at what is happening, but dig down deep if you can? All these wrongs do not make a right. How can you condone one persons behavior than attack another, that seems to be what all of you are doing here. The soap opera goes on and on because no one will take the bull by the horns and when someone finally does they are at fault. We still have no concept of running a business so much for your wonderful Borough Manager ( Clueless ) We still have a Treasurer thats subcontracted which should be gone ( Soaking Us ) we have now hired a helper for the Borough manager from the school. There is a secretary for the borough plus an extra one who is collecting water bills and answering the phone ( now we layed off three woman who worked in the tax office , bringing in money to the borough and they worked for much less.)
We have a supervisor in Public Works who is uneducated in his job and costs the borough money ( Can't fire him we may lose votes ) There are Public Works employees on drugs and alcohol who we allow to operate our equipment, Thank God we have been pretty lucky thus far. We have a disfunctional Police department that has no leadership!

No, I am not a police officer. I would love to tell you who I am or what business I own, however; the retailation from Officer Harding would be fierce, and I don't need my family to go through it. I don't know what stake you have in this cause, but...I DO know Harding. I've know him for years and you know what....HE'S A BAD COP!!!!! He's a bad person. YES!!!!! he definately does know the code book extremely well. And I will say, probably better than any of the other officers..but, he applies them when it suits him. He is a coward! No good can come from him staying on this department and no good can come from another law suit! Let me ask you, if you caused this much trouble at your place of employment, how long do you think you would last there. He hides behind a union and files complaint after complaint. Breaks down morale and gives the Brentwood Police Department a bad name. He is terrible with the people, he is cocky and arrogant! He just needs to go. If he had any dignity in his self-righteous mind, he would just leave. But, oh yeah, no other deparment wants him!!!!!!!!
Allamerian, If indeed you feel that this officer is unqualified for his job and that He is a BAD COP then you honestly need to look at the entire department and answer me this question. Should they not all be removed and a totally new police force be placed, without any recruits from Mt. Oliver where we seem to pick up most of our problem officers or Swissvale.
Please be truthful to yourself when answering this question. There are more players involved here then Harding.

There are more things involved here than Harding, Your school taxes are
outrages, your utilities are robbing you blind , gas prices keep going up and most are concerned about putting food on the table for their families. Your going to tell me that Harding stresses you, well you need to find something to do in your life. I think I would be stressed by the whole situation in this borough and how disfunctional they all are.
If he/you can sue the chief for harrassment and emotional distress, we the people TAXPAYERS of Brentwood can sue Harding for harrassment and emotional distress - it's only fair! I know an endless number of people this officer has harrassed - everything from setting INNOCENT people up to drinking while on duty. Enough said!

Dear Council members, After reading all of this where are you people at? You would think that one or two members of Brentwood Council would go on record and state what they think about this case. There must really be some yellow-belly council members here in Brentwood.

After reading the blogs for awhile, it looks like Officer harding is either the devil or one fine officer. Without the benefit of having ever met the man, I think the truth lies somewhere in the middle. I can tell you all this much, if your looking for polite, easy going, and trusting police officer, your living in a fairy-tale. What do you think these people deal with on a daily basis? On one hand you want the police to be nice and friendly to you, the kind resident and on the other hand you want the police to beat back the evil city folk you look so down upon.

(2). How much money was paid for his services?
(3). Was his services bill directly OR through the billing of the Solicitor George Goebel?
(4). Why was it billed that way?
(5). How much money was billed by the Solicitor on the Declaratory Judgement against Chief Robert Butelli in the below case:

(9). How many drug arrests have been made this year?
(10). How many overdose cases this year?

Joeblow you ask some interesting questions here that deserve to be answered. I myself would be interested in these answers. I normally try to get there on Tuesdays but since they moved it to Wednesday its difficult to get there, but if these questions are still not answered I think they should be brought up at the next meeting. I think as residents of this borough we should have answers not that they will necessarily tell us the truth, but its worth the shot.
Well we know the answer to the drug arrest question will not be answered with a Butelli relative because everyone needs to look the other way when he around town doing business.
I will not be able to attend the meeting. As a new resident and one who is so eager to learn and judge others, maybe this is a good job for you. Do you care about the answers?
Councilman Bender, I have meet you and you seem like a nice guy. You need to step up and dissociate yourself with some Council members. You are on Council to be an independent voice not to do what Jay tells you to do. Listen to the people you serve and dont be afraid to use your vote for the better of the Boro. Mr Bender you have a chance to do the right thing and fire a bad officer and take a stand that you will not allow Police Misconduct on your Force. Just look at this Officers record and tell me that this is the type of Police officer you want. If he is the type of Police Officer you want then shame on you Mr Bender for you will have to answer the voters of Brentwood.
What makes you think that our council members have the time to chit-chat on a blog page. Honestly, most of the people on this blog don't even know what their talking about. I am sure that when the evidence from all sides comes out (yes their are two sides to every story, then there is the truth), council will do what they think is right. That is what they were elected to do. I have to inform everyone though when things get tied up in court it takes many years to resolve.
Lets look at who supports This Officer. Councilman Jay who was arrested for DUI (public information) and X-Councilwomen Mary who was charged and arrested by the DA's office for Stealing (public information) from the Boro. Is this what you other council members want us to think about you? Why would you want to be on a team that is led by these two people? I have alot of respect for some of you other council members, So do the right thing on this case.

I just about choked on my coffee when I read the article in South Hills Record about Harding claiming his civil rights were violated. Shoot, Harding has never met a civil right HE didn't intentionally violate. He is one BAD cop. Ask any current or former Brentwood cop and and they will tell you scathing stories of Harding planting evidence, lying outrageously under oath, harassing citizens, unnecessary force, performing illegal searches, etc. The list goes on. Brentwood needs to get rid of him - he gives the entire department a bad name. The guy is a little punk who has a mean streak in him that he cannot control. Kudos to Butelli for doing whatever he legally can to outst Harding.

Homestead police department apparently according to Sundays paper has
ghostly visions , but I guess if you had to many you would be seeing ghostly visions also. Maybe in your case its an optical issue and if you got some glasses than you could see Scott.

I have asked around and have not received a comment that fits your Harding profile yet. No lawsuits on force, evidence or illegal searches. There was no mention of beating of a handcuffed prisoner, that was a fabrication of a whitehall police Sgt, who at one time was the Butelli shadow until the snake attack.
5-10 215 - that cant be right? That would put him in shape. Have I seen him before at Caribou? As far as platform shoes - thats another officer, you know him, he was mentioned in here before. Woman and urination issues.
Once again, how can all these problems be from Harding and the Teamsters. Just maybe the only problem in this town is that of Mayor and Chief (Batman and Robin) or more like Bonnie and Clyde, You can figure out which one is Bonnie and who is Clyde.
This so called Chief with many of his own personal issues to deal with and worry about has created a nightmare for this police department. The days of the good ole boy network have long passed ( yes candles ) they are gone. I have news for you Hartshorn and Mayor Joyce were not that great.
The good ole boys were never police they were sometimes drunk security guards working with red and blue lights. They may have been friendly, but they were pulling a fast one on the Borough of Brentwood.
The Chiefs mistake was thinking he could leave Whitehall as a SGT. and glorified good ole boy and pretend to know something about police work and a supervisor of many.
Brentwoodgrad88 one could only wonder you fetish for Harding, maybe you liked him a little too much and he didnt pay attention to you. Why such a grudge, did he or someone in Brentwood or another police department arrest you or your family member. I cant imagine what Harding has done, once again if Harding was such a bad cop I would think this would all have come out in 1994 when he was hired.

Did you all know that Officer Harding was going to be featured on the next KDKA special "The Ghosts of Pittsburgh"? Harding has been reporting ghost sightings along 51 and in the boro building (just to name two) for years. I guess that the people over at channel 2 have paid attention and will soon see our fine boro in the spotlight. I hope Officer Harding represents us well.
We see things from a different point of view.First of all,you can not compare polce work and police officers from 20 years ago to todays police officers.So much as changed that it would be apples and oranges.So yes,the Good Ole Boys days are long gone and rightfully so.Change is necessary.Secondly,I knew Mayor Joyce as a gentleman always.He was a fair man and had the interest of the tax payers at heart.He let the Chief handle the police department and ran interference with council.Bob Hartshorn in his day was respected by the officers,handled problems inside of the department and was fair to all of the officers.He was also a gentleman.
I tend to believe that there has never been a good Chief,a good Mayor,a good council member,or a good police officer in that borough.From the blogs,it seems that some of the residents there are never satisfied with anyone or anything.Guess you can't please everyone,or in this case,anyone!
