Baldwin code officer wants inspections each time property changes hands

Baldwin Borough code officer Fred Kinder thinks homes and apartments should be inspected every time they change hands. Baldwin Council recently reviewed Kinder's proposal to conduct inspections before granting occupancy permits but took no immediate action, the Pittsburgh Trib reports.

This is fascism plain and simple.
Unless there is probable cause of a law being broken, or a building permit being issued, there should be no reason to have a borough official enter any private property.
The Building Inspector should pay attention to the plethora of code violations that are plainly visible from the street instead of harassing people wanting to purchase a home.
Who the hell do these people think they are?????
